Randolph Edmead, MS, has more than 20 years of experience managing multi-million dollar, multi-year federal contracts that provide technical, logistical, policy, program, and evaluation support, primarily in the areas of mental health and substance abuse prevention, treatment, and policy. Mr. Edmead has overseen large-scale program-related tasks and services, including technical assistance, management, support staffing augmentation, logistics, and conference management services. Currently, Mr. Edmead serves as the Project Director for several Centers for Disease Control and Prevention (CDC) contracts and is the Program Manager for the Food and Drug Administration (FDA), Center for Tobacco Products, Obtaining Tobacco Products IDIQ. He has been responsible for developing, implementing, and managing programs for the Substance Abuse and Mental Health Services Administration (SAMHSA); providing curricula and training for health care providers on evidence-based and best practices in programming, human resources, skills development, and cultural competency; and consulting on accreditation survey preparation and regulation compliance with healthcare organizations and treatment facilities.
Previously, Mr. Edmead served as the Project Director for the SAMHSA’s Center for Mental Health Services (CMHS) Office of the Director Technical Support contract where he led a team of policy analysts, researchers, subject matter experts, writers, and graphic designers in assessing and analyzing policy issues and behavioral healthcare trends, and in developing relevant recommendations for diverse populations. Under his direction, Bizzell provided CMHS with accurate, thorough written reports, webinars, blogs, and other resources providing vital information for internal use and for communicating to stakeholders and the public. Mr. Edmead also served as Project Director on several other SAMHSA contracts including the Center for Substance Abuse Treatment Hepatitis Vaccination project, the Center for Substance Abuse Prevention Fellowship Program, the Technical Support for Federal Drug Free Workplace Program Services, and the Opioid Treatment Program Quality. Mr. Edmead holds a Master of Science in Clinical Psychology from the University of the District of Columbia and has a PMI certificate in project management.
